Code of Ethics of Academic External Relations


The code of ethics of academic external relations of Bogazici University binds teaching staff, students and administrative personel at all levels. The Ethics Committee of Academic External Relations, in accordance with the guidelines of the stated code of ethics, is concerned with the ethical issues that might arise in the cooperation of the departments, institutes, research centers and all other units and programs of the university with individuals and organizations external to the university, in the giving of educational/ specialization/ laboratory services. The said principles aim at defining the limits of conduct and attitude that are not already specified by laws and regulations but which do not conform with the function and responsibility of the university in terms of human rights, social benefit and public health. As in all their academic activities, the units and individuals of the university are expected to act according to these principles in their interaction with individuals and organizations external to the university. This expectation also holds for those individuals and organizations that are cooperating with the university.


I. General Code in External Relations

1. The University's public reputation and respectability are to be protected in all
extra-University activities.

2. Education of students, research and training activities of academic units are not to be detrimentally affected due to extra-University activities of institutions or persons.

3.When confidentiality of information in external relations holds, parties concerned are to comply.

4. Transparency is to be observed in the case of data base and research methodology of unconfidential nature.

5. The University's independent teaching and research character and programmes are not to be shaped by external institutions with which University units are in cooperation.

6. Public health and social benefit are to be observed in extra-University activities both by the teaching staff involved in the project and the University. The University's principles are to be contravened neither by the content of the joint work nor by any other activity of the external institution with which cooperation is established.

7. Principles of openness, clarity, and transparency are to be observed in the manner of presentation of the joint work.

8. Joint publications are to abide by the general principles of academic publication
and research.

9. Financial resources granted are to be openly declared in all articles and publications.

10. Bogazici University's intellectual property rights are to be protected in every joint work with individuals or institutions external to the University.

11. Individuals/units are to take care in protecting the intellectual property rights
of individuals and/or institutions they establish relations with.

12. Without explicit permission and authorization of the University, advertising is not to be allowed in joint work with external individual and/or institution. Publications, reports and/or announcements to that effect can not be published.


II. Ethical principles in external relations of the university

1. Units of the university at all levels, extending from departments to rector's office, are to comply with the ethical principles of external-relations in their interactions with external sources.

2. The reception of all financial funds as well as the reception process and conditions are to be made clear and transparent.

3. The reputation of the institution or the source from which the funding is received is to be indisputable.

4. In the case of financial funding from external sources, if any obligations are set as a condition, these demandb are in no way to lead to the manipulation of academic activities.

5. External relations which make research and educational activities dependent on the active commercial/competition domain of the funding institution are to be avoided.

6. In financial relations (monetary or in kind), the decision makers or personnel of both parties are not to be in any conflict of interest.

7. In accepting and making use of the external funds, balance is sought between all the academic units of the University.

8. In University relations with state institutions:

    a. In exchange of funds acquired from state or government institutions, special care is exercised not to engage in any work that gives the impression of being imposed or guided/manipulated by these institutions
    b. Projects in defense industry and military areas are scrutinized with special care and such projects are not accepted without first carefully analyzing the potential results, application areas and the transparency principles that apply.


III. Ethical principles in the external relations of university members


1. The external relations of university members are to comply with the laws and regulations and are to be open to examination by university units and members.

2. The external relations of a university member are to be transparent. The external work of university members is to be known by the University and is to be examined if necessary.

3. The university member's external activities are not to contradict the principles and interests of the University.

4. External relations of university members are not to be exploited in favor of personal interest.

5. In their relations with external institutions university members are not to sacrifice scientific objectivity and impartiality; they are also not to accept any intervention or manipulation of project results by cooperating persons or institutions.

6. In the event of stating personal opinion of any form in mass media, university members are to explicitly emphasize that these do not represent the views of the university.

7. In external relations, university members conducting research have the right to disseminate the results of their research. Specific terms, and, if any, limitations, are to be formulated in precise terms in contracts and protocols.

8. Intellectual property rights of university members and collaborating parties are to be protected.

9. University members are to eliminate conflicts of interest in their external activities and publications; if not possible, they are to avoid such publications, duties, and responsibilities.

10. University members are to take care to protect the name and the prestige of the university in their national and international publications.

11. In case of possible partiality, university members are to decline to referee.

12. Employment of research assistants and students working in externally funded projects is to be transparent.

13. University members involved in externally funded projects are to be sensitive of the time they devote to their university duties.

14. The budgets of externally funded projects are to be public and open to the inspection of university authorities.

15. The usage and sharing of equipment purchased within the scope of externally funded projects are to be consistent with the academic principles and by-laws of the university.
